Multi-Project Planner is a project management tool aimed to be as simple as possible, but keeping the most of the common features present in such kind of application. At a first sight it looks like a clone of Microsoft Project, but if we look closer we will detect an important difference: this program features the possibility of managing multiple concurrent projects with shared resources.
First you need to fill the data of your employees, their competences and schedules. Next, you have to create a new Plan (a date range wherein you will create new projects) and finally you create one or more projects under this plan.
The user interface is fairly intuitive, with simple and well-arranged controls. And if you get stuck anywhere, you can get some information about what to do in the status bar. Moreover, you can browse the included help file for more information about an specific topic.
What concerns to the price, some users can think that it's a little high for such application, but if you do a little research you will find that such kind of tools are generally expensive, so maybe you can give it a try to find if it's useful to you.
